To ask the President of the Board of Trade what are the legal obligations to ensure that premises entered by force in accordance with section (2) of the Rights of Entry (Gas and Electricity Boards) Act 1954 are left in a secure and safe state after such entry has been gained.

Section 2(5) of the Rights of Entry (Gas and Electricity Boards) Act 1954 requires any person who is authorised to enter premises by force under a warrant granted under section 2 of the Act to leave the premises as effectually secured against trespassers as he found them, if the premises are unoccupied or the occupier is temporarily absent.
