HC Deb 20 July 1994 vol 247 cc248-9W
Mr. Day

To ask the Secretary of State for Transport if he will introduce national and local targets to be achieved for reducing speeds driven for traffic on different types of road, including urban roads.

Mr. Key

Our target is to reduce road casualties. Reducing vehicle speeds can make a major contribution to this and is a key element in our road safety strategy. However, it is only one of many road safety measures and the speed distribution on different roads varies so widely that there would be little benefit in establishing secondary targets for reducing speeds.
