§ Sir Wyn RichardsThe conditions allow further and higher education institutions in Wales to retain the proceeds of sale of Exchequer-funded land and buildings, within specified limits agreed by the Secretary of State. These conditions are set out in the financial memoranda between the Welsh Office and the Welsh funding councils, copies of which have been placed in the Library of the House.
