asked Her Majesty's Government:

Whether the Italian Government has yet joined the other 31 Member States of the Council of Europe in signing Protocol No. 11 to the European Convention on Human Rights; and, if not, whether Her Majesty's Government will make urgent diplomatic representations to the Italian Government on the subject.

The Italian Government has not yet signed Protocol 11. We do not consider it appropriate at this stage to make diplomatic representations to the Italian Government.
