§ Mr. AtkinsI have considered the advantages and disadvantages of using council tax bands as a method of charging for water. I remain to be convinced that a method of charging which is not based on the amount of water used will necessarily be fairer than one based on rateable values. If, however, the industry can provide analysis that supports the view that council tax valuation bands provide a fair and reasonable basis for water charging, I would be prepared to consider that evidence.
