§ Mr. BoswellIt is for universities and colleges to decide how many places to offer in the light of maximum aggregate student numbers notified to them by the Higher Education Funding Council for England. They are best placed to judge whether a candidate is suitably qualified for a place. The Government's spending plans allow for the current record proportion of almost one in three young people entering high education to be maintained for the next three years.
