§ Sir John CopeThe agricultural guideline agreed at Edinburgh can be amended or breached only by the unanimous agreement of the Council of Ministers. The United Kingdom has made it clear that it can foresee no circumstances under which it would agree to this. The Commission will therefore be obliged to manage expenditure within the guideline.
