To ask the Chancellor of the Exchequer, pursuant to his answer of 30 June,Official Report, column 931, what procedures are available to the European Union for paying sums of agricultural spending in 1995 exceeding the limits agreed at Edinburgh.

The agricultural guideline agreed at Edinburgh can be amended or breached only by the unanimous agreement of the Council of Ministers. The United Kingdom has made it clear that it can foresee no circumstances under which it would agree to this. The Commission will therefore be obliged to manage expenditure within the guideline.
