To ask the Secretary of State for the Environment what guidelines he has issued to local authority councillors in respect of using juveniles under local authority supervision for publicity purposes.

None. The only guidelines on local authority publicity which my Department has issued is the 1988 code of recommended practice on local authority publicity which does not cover the use of juveniles for publicity purposes. I have placed a copy of the code in the Library.326W
