§ Mr. JackThe payment rates per hectare in England for the first and second years of the scheme are set out below. The actual rates payable in 1994 may be reduced if base areas are exceeded. The rate for oilseeds may change subject to the possible penalties resulting from the EC-US oilseeds agreement, and to adjustments dependent on the observed reference price. Set-aside land which is used to grow sugar beet for industrial purposes does not qualify for payment.
