To ask the Secretary of State for Transport how the Police Federation was consulted on the proposals to change the rules relating to passenger and goods vehicle operating licensing.

Mr. Norris

The Department did not send a copy of its consultation document to the Police Federation. Following normal practice, consultation with the police was through the Association of Chief Police Officers.
