§ Mr. ForthThe provision of school places, whether in permanent or temporary accommodation, is a matter for local education authorities and school governors. Capital spending levels and priorities as between projects and schools are also a local matter. My right hon. Friend gives high priority in the distribution of capital resources to funding new school places where demand is growing; and the level of funding is based on the new places being in permanent rather than temporary accommodation.
