asked Her Majesty's Government:

Following the Written Answer to the Earl of Caithness on 6 December 1993 (WA. 57–60), whether the Treasury agrees that all revenue raised by motorway charging will be applied to extend the network more speedily.

Motorway charging will provide another source of finance for improving the motorway network. It is the Government's intention to ensure that the proceeds of charging are applied only to the construction and operation of the charged network.
