To ask the Secretary of State for the Home Department if he will make special separate funds available to inner city police forces for adequate provision of covert body armour for police constables working in hazardous duties on foot patrol, and for officers engaged on mobile duties, especially when operating road blocks.

No. Police protective equipment is purchased out of normal polce funds. It is for chief officers of police to decide how to equip their officers.
