To ask the Secretary of State for Foreign and Commonwealth Affairs what is Her Majesty's Government's policy on the European Council code of conduct on public access to Council and Commission documents.

Mr. Goodlad

We support greater openness in the Community and welcome the Council's agreement on the code of conduct, which fulfils a commitment entered into at Maastricht in 1991.
