To ask the Chancellor of the Exchequer if he will review the terms of reference of the banking ombudsman in dealing with complaints by non-customer third parties; and if he will make a statement.

Mr. Nelson

The office of the banking ombudsman is not a statutory one. The ombudsman is appointed not by the Government, but by an independent council which is responsible for his terms of reference.
