§ Mr. Charles WardleThe White Paper "The Prospect for Coal" Cm 2235, explained that transitional arrangements in the form of the nuclear non-fossil fuel option and the fossil fuel levy were put in place at the time of electricity privatisation to enable the full costs of nuclear generation in England and Wales to be met. These arrangements are being assessed by the nuclear review.
