§ Mr. HurdWe have discussed the German proposal with NATO allies. We have concluded that the proposal would not make the positive and practical contribution to nuclear arms control which the German Government hoped.
§ Mr. Robin CookTo ask the Secretary of State for Foreign and Commonwealth Affairs what has been Her Majesty's Government's response to President Yeltsin's invitation to all five nuclear weapons states to enter strategic nuclear arms control talks.
§ Mr. HurdWe took careful note of all President Yeltsin's references to nuclear arms control in his speech at the United Nations General Assembly. We have not received any detailed representations from the Russians.
