§ Mr. SackvilleThe Department is able to identify top secret from those held as secret, but to give a breakdown for each of the last five years, and to list each of their subject headings, could be done only at disproportionate cost. However, the majority relate broadly to home and civil defence and co-ordination of emergency planning, and approximately 95 per cent. are held as secret.
