As my right hon. Friend, the Prime Minister stated when he announced the terms of reference for the inquiry, Official Report, 16 November 1992, columns 74–75, Sir Richard Scott will be entirely free to decide on the publication of his report. The inquiry will report to my right hon. Friend the President of the Board of Trade.
It is too early to comment on the price of the report.
