§ Mr. BowisLocal authorities are not required to inform the Department of their charging policies for non-residential social services. In January 1994, an advice note was sent to all directors of social services about the factors that need to be considered when authorities devise their charging policies, including ensuring that charges are reasonable for the generality of users and that the financial circumstances of individual users are recognised.
