§ Mr. Austin MitchellTo ask the Secretary of State for Foreign and Commonwealth Affairs on what legal basis the United Nations protects the civilian population in the safe areas in cases where their inhabitants have attacked other territory.
§ Mr. David DavisThe mandate of the United Nations Protection Force—UNPROFOR—under Security Council resolution 836 enables it to deter attacks against the safe areas referred to in Security Council resolution 824. In doing so, UNPROFOR is authorised by resolution 836, acting in self-defence, to take the necessary measures, including the use of force, in reply to bombardments against the safe areas or to armed incursion into them.
These provisions apply, even, where offensive action has been undertaken from within the safe areas.
