§ Mr. Norris[holding answer 25 April 1994]: Airlines from all states which are signatories to the 1944 Chicago convention and the 1944 international air services transit agreement or which otherwise possess bilaterally agreed overflying rights, are normally permitted to fly over western European capital cities. Such overflights will be subject to the air traffic control provisions of each state.
