Whether President Clinton (or any member of his administration) was consulted, or invited to express an opinion, either on 10 April or earlier, on the subject of military strikes against the Bosnian Serbs; if so whether United States approval or acquiescence was considered necessary before action was taken; and what are the implications of such a contribution to decision-making by one permanent member of the United Nations Security Council and not with the other members.
§ Baroness Chalker of WallaseyAll members of the UN Security Council were informed of the use of air power around Gorazde on 10th April by the Security Council President. There were no consultations with permanent members of the Security Council or NATO members before this.
