HL Deb 20 April 1994 vol 554 c11WA
Lord Hylton

asked Her Majesty's Government:

What conclusions they draw from (a) recent reports by Mr. Max Van der Stoel, the UN Special Rapporteur, and (b) air reconnaissance data, concerning Iraqi military action in the southern marshes and its impact on the civilian population.

Baroness Chalker of Wallasey

Iraq continues to commit serious human rights abuses, in direct contravention of UN Security Council Resolution 688.

The UN Special Rapporteur on Human Rights in Iraq, Mr. Van der Stoel, recently heavily criticised the human rights situation in Iraq. He said he had received reports of artillery attacks on settlements in southern Iraq. Evidence drawn from aerial surveillance and other sources indicated that there has been systematic destruction of villages there.
