asked Her Majesty's Government:

Whether it is their intention or, to their knowledge, that of any other member of NATO to invite Albania to join that organisation as a fully-fledged member, as suggested recently by the president of the North Atlantic Assembly during a visit to that country (BBC SWB EE/1946 B/2).

The 10-11 January NATO Summit launched the Partnership for Peace initiative. The partnership does not lead automatically to NATO membership, but it does offer a clear perspective to that goal. Albania signed the PFP framework document on 23 February.
