To ask the President of the Board of Trade what estimate he has made of the costs, both private and public, of reprogramming of telephone equipment due to the proposed code changes in 1995.

This is a matter for Oftel. In July 1992 it published a study carried out by Ovum which estimated that the direct costs of modifications to customer premises equipment as a result of the national code change were likely to be in the order of £200 million.
