§ Mr. Michael ForsythThe Government believe that employers must be free to decide, in the light of the circumstances and needs of their business, whether to bargain with a trade union. My right hon. Friend the Secretary of State has received a number of representations on this subject. We remain convinced that the voluntary approach is best.
