§ Sir John CopeThe Budget Council established a second reading of the draft 1994 EC budget on 15 November. The European Parliament will consider this at its next plenary session in December and each member state's budgeted contribution will not be finalised until the budget is adopted by the European Parliament.
EC budgets do not give a breakdown, by member state, of receipts. Details of member states' receipts from the EC Budget are, however, published annually in the European Court of Auditors' report: the report for 1992 was published in the Official Journal of the European Communities, volumn 36 C309, on 16 November 1993.
As part of the budget, estimated figures are agreed for one per cent. of gross national product for each member state, in order to calculate contributions based on GNP and the value of the own resources ceiling. Those in the 1994 draft budget are:
