The introduction of Project 2000 nursing reforms has led to the reclassification of student nurses from salaried nurses to bursaried students; and there has also been a growth in the number of healthcare assistants who are paid on local pay scales and are not classified as nursing staff.

1General managers, senior managers and managers. The growth in the number of these staff arises partly from the extension in 1989 of senior manager terms and conditions of service to second and third level managers including some managers in staff groups other than administrative and clerical.
2 Since the autumn of 1991 student nurses have been classified as students and are no longer included in the NHS staff figures. Staff numbers shown in the table in 1992 and 1993 are students finishing pre Project 2000 courses. There were some 1,800 Project 2000 student nurses at September 1993.
