What studies (and by whom, and at whose expense) have assured them that they need not envisage any limit to the overall acreage of land that might be adversely affected by a road system for the doubling of car numbers they foresee by 2025, and an increased population density (Written Answer from the Earl of Caithness, 15th July 1993, col. 25); and what definition of "adverse effect" was used.

There have been no such studies. However, in developing our proposals for road schemes we shall continue to take into account the environmental costs and benefits of each case, including the amount and type of land affected.
