Mr. Pike

To ask the Secretary of State for the Environment what supplementary credit approvals are being made available for housing purposes to local authorities; and if he will make a statement.

Sir George Young

The following supplementary credit approvals are being made available for housing purposes in 1993–94Estate action—to improve rundown local authority housing estates—£1852 million. Housing partnership fund—to support housing projects which will bring lasting benefit to local communities and industry, particularly in authorities with relatively low access to capital receipts—£30 million. Flats over shops—to bring empty or underused accommodation over shops back into residential use—£10 million. Green house programme—to promote energy efficiency in local authority housing, by establishing energy efficiency demonstration projects—£5 million. Defective ex-new town stock—to assist local authorities which have received defective property from new towns—£0–35 million. Admissible basic credit approval supplement—to enable certain authorities to qualify for housing subsidy up to the limit of their basic credit approval—£0.157 million.

In addition, some £391.813 million of supplementary credit approval resources are being made available to local authorities as credit cover for specified capital grant allocations for private sector renewal.

To ask the Secretary of State for the Environment, pursuant to his answer of 27 April,Official Report, column 339, if he will update the table on housing capital spending by region for 1992–93.

To ask the Secretary of State for the Environment what are the figures for gross public investment in England and Wales in the provision of housing, both new build and renovated, by(a) local authorities and (b) housing associations for each year since 1979–80 with the projected investment for both categories up to 1995–96, in 1992–93 prices; and if he will publish this information in the form of a table.

[holding answer 2 November 1993]: The available information is given in the tables. Expenditure levels in future years are for local authorities to determine in the light of available resources. The forecasts shown in the Housing Corporation's published 1993 approved development programme for 1994–95 and 1995–96, expressed in 1992–93 prices, are £1,729 million and £1,588 million respectively. These figures exclude any private financed investment by housing associations.

[holding answer 2 November 1993]The main element of the Housing Corporation's expenditure is its approved development programme (ADP) which is funded by grant and loans from the Government, as well as the corporation's receipts. Gross capital expenditure on the ADP in England since 1985–86 has been as follows:

The forecasts shown in the Housing Corporation's published 1993 approved development programme for 1994–95 and 1995–96, expressed in 1992–93 prices, are £1,729 million and £1,588 million respectively. In addition, since 1989 some £2 billion of private finance has been levered in to support the Housing Corporation's programme.
