Mr. Callaghan

To ask the Secretary of State for Northern Ireland what plans he has to develop further democratic structures in Northern Ireland.

The Government would like to see greater responsibility for the affairs of Northern Ireland exercised by locally elected representatives, under a system attracting wide support across the entire community. I continue to believe that the best hope of achieving this lies in the talks process involving the British and Irish Governments and the four main constitutional parties in Northern Ireland. The Government are actively engaged in discussions aimed at taking this process forward.
