§ Mr. RedwoodOn 13 July I chaired a meeting of the Welsh Consultative Council on Local Government Finance at which I discussed, with representatives of the local authority associations, their assessment of local government's need to spend in 1994–95. I will take account of that assessment in my settlement decisions. However, the settlement will also need to reflect the need to restrain public expenditure to an affordable level.
