Mr. Dafis

To ask the Secretary of State for the Environment what steps he intends to take to ensure that the partnerships for change conference to be held in Manchester in September 1993 will include on its agenda adequate time for the discussion of third world debts, international trade, the policies of the World bank and the International Monetary Fund and other global economic issues.

Mr. Maclean

The partnerships for change conference will focus on the practical implementation of Agenda 21, mainly through case study presentations and workshops. Discussions are likely to cover financial and economic frameworks.

Mr. Dafis

To ask the Secretary of State for the Environment what criteria will be employed in the selection of organisations chosen to participate in the partnerships for change conference to be held in Manchester in September 1993.

Mr. Maclean

Participants in the partnerships for change conference will be drawn from business and industry, environment and development groups, local authorities and communities around the world. They will have practical experience of sustainable development problems and solutions. A small number of representatives of national Governments and international bodies will also be invited.
