To ask the Secretary of State for Scotland, pursuant to his answer of 5 May,Official Report, column 170, if he will make it his policy to refuse any appeal made against a planning decision relating to opencast coal until the new natural planning policy guideline on land for mineral workings is promulgated.

Friend is bound by statute to receive and determine all appeals, which have been properly and timeously lodged under the appropriate planning statute, having regard to the provisions of the relevant development plan and any other material considerations.352W
