To ask the Secretary of State for the Home Department what criteria will be used by him to select the chairpersons of the new police authorities.

Mr. Kenneth Clarke

We want businesslike, efficiently run police authorities which are able to monitor police performance locally, to help establish local policing needs and to ensure the delivery of local and national policing objectives. This will require leadership from the police authority. I will select from the overall membership the person who is best able to give that lead.
