§ Mr. BoswellThe total expenditure in the academic year 1991–92 by local education authorities in England and Wales on fees paid by them as part of mandatory awards for students attending first degree courses is provisionally estimated at £1,021 million. It is not possible to estimate how much of this expenditure was for students not qualifying for a mandatory maintenance award on the ground of high parental income. However, about 27 per cent. of all first degree students in receipt of a mandatory award received no maintenance grant as a result of means-testing.
