How they propose to monitor the implementation of community care and to identify gaps in care provision.

Primary responsibility for the provision of community care services lies with local health and social services authorities. It will be for them to assess local needs and determine how best to respond to those needs. Nationally, the Government will be monitoring the implementation of new arrangements in a variety of ways, including the collection of routine statistical information from authorities, formal inspections, special studies and a continuing research programme.
