§ Mr. Garel-JonesThe decision on Denmark agreed at Edinburgh clarified, although it does not alter, either the text of the treaty on European union, or the obligations taken on by those who ratify the treaty. That applies to title V of the treaty as it does to other provisions. At Edinburgh, Heads of Government noted that Denmark does not participate in the elaboration and implementation of decisions and actions of the union which have defence implications.
