The provision of sufficient places to meet the guarantee of a YT place for all 16 and 17-year-olds who are not in employment or full-time education.That no young person should wait more than eight weeks for an offer of a suitable training place.That each trainee should have an individual training plan leading to an approved vocational qualification at generally national vocational qualification level II or higher.
