§ Mr. Archie HamiltonIt is not our practice to publish details of the many proposals examined as part of MOD's internal planning process. To announce at the outset details of every proposal which might affect one or more naval bases would create uncertainty for civilian MOD employees and their families, others working at the base, local communities and service personnel. Such uncertainty could also affect the efficiency of the establishment. In addition, there may be security or commercial sensitivities attached to particular proposals.
