§ Mr. Kenneth CarlisleTraffic commissioners need to be satisfied about technical and environmental suitability before granting the use of an operating centre under a goods vehicle operator's licence.
When looking at technical suitability traffic commissioners will consider highway matters and road safety, as well as the actual size of the site and its facilities. However, this consideration is limited to the operating centre itself, any private road leading to a nearby public road, and the point of ingress and egress on to that public road. Anything beyond that is a matter for the local highway authority.
Consideration of environmental suitability is not so constrained. Nonetheless the extent of likely environmental impact generated by vehicles travelling to and from an operating centre would be judged against the wider 481W background of other traffic activity on the approach roads as well as the perceived intrusion arising from the use of authorised vehicles at the operating centre itself.
