§ Sir Hector Monro[holding answer 19 March 1993]: Indicative forestry strategies prepared by regional and islands councils are not themselves subject to approval by my right hon. Friend. They may form the basis of policies and recommendations for forestry incorporated as an alteration to or part of a review of a structure plan prepared by a regional or islands council which are subject to approval by the Secretary of State. Highland regional council has submitted no alteration or review in relation to the structure plan approved in 1990.
