§ Mr. Freeman"Gaining Access to the Railway Network", published last month, was an outline of the Government's policy on access and charging arrangements for the reorganised railway industry. The Government have received a number of comments on their proposals. As the document made clear, further detailed work needs to be done in the coming months.
