§ Mr. AitkenThe market testing programme in my Department has been substantially expanded following the publication of the White Paper "Competing for Quality" in November 1991. The three services have been set challenging targets and progress is monitored by a sneering group which I chair. A summary of our programme to September 1993 appeared in "The Citizen's Charter—First Report: 1992" (CM 2101. November 1992).
