asked Her Majesty's Government:

Whether Ministers of the Crown appoint the chief executives of executive agencies; and if so, on what date this was announced.

Agency chief executives are no different from other civil servants. Except where the position is governed by statute, and subject to the provisions of the 1991 Civil Service and Diplomatic Service Orders in Council, Ministers have the authority on behalf of the Crown to make appointments to the Civil Service.
