HC Deb 05 March 1993 vol 220 cc290-6W
Mr. Clifton-Brown

To ask the Secretary of State for Education if he will list for each local education authority in England and Wales for each year since 1985(a) their total spending, (b) their spending per pupil and (c) their spending per pupil at nursery, primary and secondary stages of education.

Mr. Forth

The information for England for parts(a) and (b) is given in table 1, and for part (c) in table 2. Expenditure on schools in Wales is the responsibility of my right hon. Friend the Secretary of State for Wales. Figures given relate to net institutional expenditure rather than total LEA spending. The tables show spending in cash for years up to 1990–91, the latest year for which information on actual spending is available.

Notes:

  1. 1. Net institutional expenditure covers the direct costs in schools of salaries and wages, premises and certain supplies and services. It does not include the costs of school meals, home to school transport, LEA central administration, and financing costs of capital expenditure. For 1990–91, figures include unspent balances held by schools at the year end under local management of schools schemes.
  2. 2. Table 1 omits data for 1988–89 because comparable figures are not available.
  3. 3. Figures in both tables up to 1989–90 are from the Cipfa publication "Education Statistics Actuals incorporating The Handbook of Unit Cost" for each relevant year. For 1990–91, figures are derived directly from local education authorities' returns of their spending to the Department of the Environment and of their pupil numbers to the Department for Education.
  4. 4. Spending on nursery and primary schools was not collected separately for years after 1986–87.
