Mr. Austin Mitchell

To ask the Secretary of State for the Environment (1) if he will list the standard spending assessments for(a) Humberside, (b) Berkshire, (c) Hampshire, (d) Kent and (e) Essex for (i) 1991–92, (ii) 1992–93 and (iii) 1993–94;

(2) if he will list the standard spending assessment for (a) Humberside, (b) Berkshire, (c) Hampshire, (d) Kent and (e) Essex for (i) 1992–93, and (ii) 1993–94 as a percentage of that for 1991–92, giving the reasons for any changes.

The standard spending assessments for the authorities requested for the years 1991–92, 1992–93, 1992–93 adjusted for changes in function and 1993–94 are given in pounds million and in pounds per head of resident population.

An authority's standard spending assessment is determined by various social, demographic and physical characteristics. Much of the variation in the ratios between these authorities for both 1992–93 and 1993–94 is due to indicator data changes, especially to the effect of incorporating data from the 1991 census. But the main influence for 1993–94 is the removal from local education authorities of responsibility for most aspects of further education.

To ask the Secretary of State for the Environment if he will give the average and median percentage increases in standard spending assessments for all local authorities in(a) Yorkshire and Humberside, (b) the south-east and (c) the northern region for 1993–94 over those for 1992–93.

The mean and median percentage increases in standard spending assessments from 1992–93, adjusted for changes in function, to 1993–94 for all local authorities, including metropolitan fire and police authorities, the receiver for the Metropolitan Police and the London fire and civil defence authority, for the regions requested are as follows:
