Mr. Denham

To ask the Secretary of State for Social Security how many employed earners paid national insurance contributions at the contracted-out standard rate; and how many people earned above that year's upper earnings limit for national insurance purposes, in the latest year for which figures are available.

Mr. Hague

About 9.6 million employed earners paid some national insurance contributions at the standard contracted-out rate in 1990–91.

In the same year, 1.8 million of all contributors who paid class 1 contributions had earnings at or above the annual earnings limit.
