§ Mr. EggarTotal staff in post at the Office of Electricity Regulation (OFFER) in December 1992 was 224. This figure includes staff working on consumer and public affairs, legal and technical matters, administration and in the regional offices. The duties of the Director General of Electricity Supply, who heads OFFER, include the regulation of the electricity market and the protection of consumers. The cost of running OFFER in the financial year ending March 1992 was £10.5 million. OFFER's costs are recovered from annual fees paid by licensees.
